As Secretary Gates has recently testified, the Afghan-Pakistan War is reaching a crisis point. The Taliban and its affiliated movement have scored major gains in expanding their influence, the levels of violence are rising sharply, and the US and its allies have failed to respond effectively over more than half a decade. It is clear that 2009 will be a crisis year in Afghanistan, and that fundamental changes are needed in US strategy, force levels, and aid effort to reverse year of inadequate and incompetent efforts.
